The socienty’s need of qualified human power is just possible with an efficent education system.
The prereqjisite of education is to be open system which urges education to rely on socian facti,that’s to say, to move according to economical, social geopolitical structures and to the structere within itself.Morewes it requres the objectives that meet the alility and necessities of the individual.
The qualification of education relier on the programme that’s functioning. The more problem of the programme are solvet and inefficiencies are met, the more programme is adjusted with the improvements in society and scientific area, in other words the more new programmes are developed,a rise in the quality education is an inevitable result.
So far it has been observed that the researchers which are conducted in our country, the hypotheses that are put forward, the articles that are written have done nothing but to provide the cretors of these Works with high academic titles.In fact the basic aimoh these studies is to make a rise in the quality of education.
When the resultsn of researches and what to do plans that are created after detailed analyses are used to develop an efficient and fruitful system it will be possible for the education to reach its aims.
With the start of 8 year mardatory education,we have no suspicion with the optimism of the studies. Howewer the fack that these studies increase day by day halts the creation of qualified education objectives.
To heep a school open no master what physical condition it’s in or to assing a teacher without considering his/her qualification doesn’t mean to servet o education. What we should do is to train our teachers and make them the members of education system. But we always talk about disefficiencies.for days we discuss the educational problems and make comments about it. Will it be enough just to discury? Especillay we the teachers who are working in xillages ,discuss educational problems as atheat for our country howewer it never happens us to look aroud. In fact the truth is to seacher fort he facts and to analse the developmentsin developed countrise and bring them to our country. For instance I want to introduce Japonese model.

JANOPESE MODEL
One of the elemnets that s apes Janonese culture and history is its educational system Japan customs emphasize on the respect to the socient and settled systems and it prefers collective objectives be on a higher position that individualism. Education system lies on being handworking and systemties studies. Generally will and hard Works will give its products at later phases. A big portion of studients’ schoollife is aperiod of direct or indirectly learninig of moral attitudes and character develop ment sylabuses are dedicated teaching core elements of Japanes socienty and culture.
At the same time the acadamic successes of Japanes students are much higher when campares to world standarts. The basic charac terstics of the system is high importance on education institutions home a big role carry the some characteriestics.
The age of students the number of female teachers is converse proportional. The proportion of femal techers is 60 % at primary schools howewer this proportioan is just 20 % at high schools. Though it’s not a part of mandatory education kindergarten is so poular among children. After 6 year primary and 3 year secondary school education the 94 percent of the graduates goes to high high schooland nearly thirty percent signs for atwo or tour year higher education. At this phase the students are required really hard exams just like in Turkey.
In Japan 9 year mantadory education is charge free The education life, consisting of semestres,starts on April 1 and ends on March. 31. the total days that the education is given is 210 days. This doesn’t include a month period during which schools hold social events and festivals.
Through the nine year education period the boks are not charged. The books are decided by the Ministry of Education or the school itself. 90 percent of the schools have a gym center and 75 percent have a swimming pool.
Primary School
99 percent of the children who are at the primary school age start prmary school at the age of 6. 99 percent of these students goes the state schools an done percent goes to private schools.
Thought private school are apt to lower their costs the tuition f these schools are stil high. Although education is free the expenses in and out of school costs too much.
At primary schools the number of students for each class is 31. it is allowed to take more students sometimes. A major part of primary school syllabus consists of non-academic Works like moral development,character development ,group Works and cooperetion among stutends and help each other and some other special activities and music programmes. Due to complex writing system,the most important lesson among academic topics is Japanese language.
The teachers are responsible for giving all lessons are they are very well trained. 60 percent of primary school teachers is female. All school have a television system called Japan television ınstution and it’s used for educational objectives.
İn Germany, German education system has become the most successful in Europe thanks to importance to the education given by states and finanscial surce kept for education system. İn Germany where welfare level is high and technology is used, properly qualified personell are assigned for positions. From kindergarten till university the state meets the financial expenses and with this feature Germany still keeps being are of the countries that provides free education.
Kindergartens: These instutions are not within Mandatory education and it accepts students at the age of 2 or 5. howewer more than 60 percent of Germans send their children to kindergarten.
Grunchule (primary schools) In Germany primary education is manclotory students starts primary school education at the age of 4 and they keep this education for four years.
Generally in developed countries education starts at yourger ages and given by spicially trained educators. We should look at ourselves to see what the educators are dealing with and what kind of an education we are giving at schools.

In application SOCRATES gives scholarships to people to let them join education programmes complete their intership org ive lectures or train themselves and it supports education instutions tol et them make pedagogic projects and make a charge of experience and last of all it gives Money funds for civil organization institutions to make them arrange some events related to education . while making all these things above there is one key point these Money funds are available just when there is an event among countries.
As Lord Kelvin mention “ if we measura what we talk abount and state it with digit numbers it means that we know everthing about it. İf we can’t it means that we don’t have enought knowledge to increase the quality of education is to check valid situation and to decide whether it’s suitable or not and to desribe the imprarements there is a need for data to manage improvement period and to do many activeties like observation of improvements…

By the time I always consicler the reason of wearing uniformly at schools. This is not valid in developed countries and even the people from west who has witnessed this situation are observing us in shock.
An event related to this topic happened recently “The Ductch educators who visited a school in Bolu saw the students in a one colar of uniforms and they were shocked. After this event a group of Dutch managers and educators came to Turkey to analyze its education system.
The educators who educates Turkish students in Rotterdam has been visiting Turkey for ten years to analyze the education in Turkey and to get to know Turkish traditions more closely.
Müdürlüğü a programme has been put into practice dince 1993 and then 2500 Dutch educator has come to Bolu. The educators visiting a village school nemed Tasoluk Köyü Primary school gawe presents to students. To thank the students took the teachers to their homes and prepored delicous meals for the educators.
The educators who saw the students in uniforms, they asued whether it’s mandatory or not, when they answered “ yes “ they indicated that it’s a mistake to force the students should wear colorful clothes. When the students saw long heaired and tall teachers they started to ask each other “ what a teacher are they?” and they started a cowparison with their own teachers.
Dutch educators claimed that students will start not to obey any rwes at some later time besause of this uniform wearing. Following this claim Turkish school managers stated that this type of wearing as a part of Turk education system.( sabah 05.22.2003)

BEING A TEACHER AT EASTERN ANATOLIA

Teaching job requires a deep expertise on field knowledge and sufficient general knowledge and last and most important of all a high level of pedagogic formation.
The fact that some people who hasn’t then pedagogic formation are assigned to teaching politions endsin some regatine results. It has been observed that these people, especially who are sat to vilages become unsuccersful in their positions. In some researchs it has been found that even some teachers who graduated from faculty of education are not sufficient enough in combined class education which is generally held in vilages. It’s clear that even the teachers who are expert in their field aren’t so successful. So how can we expect a person graduating any other field rather than education can be successful in teaching proffession?
How we want them to be successful it they can’t follow the related publications and can’t view the improvements in their own field? If they started this proffession and they couldn’t gain the capabilitier for teacking and they don’t have even a friend to ask for commets or help haw will it expected from a vilage teaches to be successful?
Economic Factors :
The equality ao the salaries betwen a vilage teacher who is teaching a combined class and a tacher who is dealing with only one classroom is the inequality itself. Especially the village teachers spend most of their times dealing with educational matters.
Plannig, prpaning exawinations, objection of the papers and repair of the school building…when we consider all of these duties we can see that the duties of a village teacher is not limited in working hours. In spite of this fact can we say that he earns the same salary with other people is justice?
The education related materials and tools are most of the time available in central schods, that means the teacher who Works for a central school doesn’t have to pay for such materials. Itoweuer this is vice- versa for a village school teacher.
At the very beginnig of the educational year all on duty teachers are paid some money called educational payment to maket hem able to buy such materials. But it has been o bserved that this Money again is the same for a village teacher and central teacher.
It’s an obvious fact that the village school teacher let alone complain about this situation s/he tries to do his/ her best all the time In this point there is a problem that affects the teacher negatively which is the attitude of inspectors when they meet the village school lacks some material they immediately start to ask fort he state’s payment for such disefficiencies. But this is not the situation for central teachers. Moreover transportation and maintenance are also big problems for village teachers.
It should always be remembered that the teachers in city center can meke investment and they also can find cheap, abundont and higt-quality products but these advantages aren’t valid for village teachers. Summarisingly, considaing the rural area conditions it can be said that the salary for villge teachers isn’t enough and these people deserve to be paid higher salaries.

Technical Problems :
There is not a single and miracle teaching method. Many types of methods and techniqves should be done according to level of students and conditions. No teaching method or technique is enough for all teaching objectives. In other words it’s not possible to meet all needs of students by using are teaching techniqve. We as educators should use the materials that nespond to all senses of students, which is much more fruitful and efficient. However such materials are limited in village schools and this situation limits the success of village teachers.
It is senseless to expect wigh successes from a village teacher who is not able to visual-audial materials, take his students to a museum to maket hem learn how to do observations and who can’t create a brainstorming or discussing class due to socio-cultural background of students.
Village teacher, most of the time, draws a Picture of a person who is away from social enviranment, unaware of improvements even in his/her field, introvert isolated. It’s a pity that there are no precautians taken to prevent their negative attitudes and to maket hem get to knoweach impacts and this last and worst element makes things go worse and worse.
When a villlage teacher cames to center for a problem of his/her this behawiour is accepted as a bad intention however it will be much meritious to ask if s/he has a problem or not. Despite, it has been observed most of the time that there has been a false idea that village teachers should never ever leave their schools closed. But there is one important thing that shouldn’t be forgotton: village teachers can have health problem sor they can meet some urgent situations.
On the other hand we can see the teachers who are working in central schools as redundants. With numerous difficulties and burdens on his shoulder how can a village teacher work diligently and willingly?

What can be done?

The first and most important element of being a develaped and modern society is to give proper importance on education.
Current problems of Turkish educatin system indicates that the education system shauld be shaped with moral values of the saciety and scientific datas.
It is seen that we need a thorough change in our education system to make it capable of meeting the requirements and needs of society and individuals.
According to all these implications all these below are suggerted for problems of village schools:
1- The combined class system shouldn’t be continued.
2- Boarding school and transport-school should be more common and necessary conditions should be prepared.
3- In rural areas pre-school education shauld be common.
4- The teachers working in rural areas should be paid higher salary.
5- A beter source should be provided fort he rural area schools.
6- The inspectors should be flexible and understanding toward village school teachers considering his situation and difficulties of his profession
7- Sometimes same activities should be prepared to meke the village teachers and center teachers meet and get to know each other.
8- The responsibilities of school and family union managers should be increased.
9- The assignment of qualified teachers to village schools should be encouraged.
10- Assignment of inexperienced teachers to vallage schools should be banned.
11- Traning programmes for educators should be more common in rural areas.
12- Village school educators should be given a priarity for making use of teachers house or such recreation places.
13- School in rural areas should be given some opportunities to meke trips for learning.
14- Education programmes should be adapted according to charac teristics of the region and a different programme should be followed for a different region.
15- The practice in combined classes should be started at education faculties.

This is really a significant topic.

As a teacher I am not pleased with the education system in Turkey. Most importantly compulsory edication for 8 years is really unnecessary :) it is more important to train the students in the areas in which they are successful.

Also; before the students,their parents should be educated especially about the moraility :blink:
